The Family Care Foundation was established by The Family in 1997. In recent years, it has come to light that they have had child molesters serve on their board of directors and that they funded and supported charitable projects run by child molesters and abusers. Moreover, the projects run by child molesters which they funded involved contact with children.

Here is a list of Family Care Foundation funders who gave the Family Care Foundation a grant of more than $5,000. It does not yet include grants from 2004. Please note that there is no evidence that any of these foundations were aware of the connection between the Family Care Foundation and The Family. Nor is there any evidence that the foundations which gave FCF grants were aware of the Family Care Foundation's history of providing funding for child molesters to "help" children." Indeed, "Waitt Family Foundation chief administrator Al Panico told LOCAL 8 that he was "shocked and surprised" when he found out about the connection between the Family Care Foundation and a sex cult called The Family that once advocated sex with children."¹ It should also be noted that while these grants constituted a significant percentage of annual cash contributions to FCF, they were an insignificant percentage of the annual cash grants of these foundations.

Child abusers supported by the Family Care Foundation

Robert Fernandez

Robert Fernandez is a current member of The Family and a former director of the Family Care Foundation. He sexually abused a 10-year-old girl and an 11-year-old girl in November 1983. This is documented in the 1995 Judgement of Lord Justice Ward: The Oral Evidence of Child/Adult Abuse (see paragraph 5):

He is a respected member of the video ministry not far removed from the top leadership. He gave another account of sexual education by an adult of the young. He spoke in his affidavit of a childcare worker approaching him and RD-

"On the subject of sex education and told us the girls were curious to know about the male anatomy and if there was anything that we could do to help...I spent some time with and spoke to the two girls and talked to them about my body - no sexual activity occurred at all."

He made this affidavit in response to evidence RD had given. I have already observed that although I accepted the general purport of RD's evidence, much of which was confirmed by later events, the manner of his giving it was so emotive that I tended to look for corroboration of what he was saying. He is very hostile to The Family and a great publicist for their downfall. I do not, however, doubt his account of the events of November 1983 when they were in [redacted] and the son and daughter of [redacted] and the daughter of the [redacted] minister of the group visited with the child care couple in charge of them. This couple approached RD and RF and asked them to share with the girls who were only 10 and 11 years old. The little girl presented herself in a sarong with no panties. She masturbated him. He says that RF later told him that he (RF) had done likewise. In his oral testimony, RF went further than he did in his affidavit, admitting that at one point they asked to see his penis and he showed it to them. He denied his penis was erect. I regret that I did not believe him. He is a man consumed by terrible guilt over this incident and as RD says, he may have been "freaked out over it". He said he felt "peculiar" about it. He made the extraordinary admission of his having had a vision of his father coming into the room. It may well be, as Dr Cameron thinks, that this was his conscience. I am satisfied that as part of this extraordinary sex education lesson RF allowed if not encouraged these girls to masturbate him.

Philip Slown

According to a report by KFMB, "between 1997 and 2001, the Family Care Foundation gave more than $100,000 worth of donations to Slown's From the Heart youth ministry. The Dulzura charity's own Web site still has newsletters praising Slown's work. " Philip Slown is a child molester. According to a report by KFMB:

K. says she and her sisters were repeatedly abused by cult members, including her stepfather Phillip Slown. She says one incident happened when she was 12. "He came down from the bed and laid down with me to rub my legs, he said, and after he rubbed my legs, he abused me," she said... K. stayed with her mother, who ended up having nine children with seven different men in the cult. In 1998, K. and her sister were interviewed by social workers about the cult's sexual abuse as part of a custody case in San Diego Juvenile Court. The investigation concluded that "the Children of God advocated sexual activity with minors," and that Phillip Slown had abused his stepdaughter.

Paul Pelloquin

The Family Care Foundation funded a project run by Paul Pelloquin called Focus on Kidz.

In paragraph 9 of Section 5.20: The Leader's Involvement in Sexual Abuse, Justice Ward wrote:

Paul Pelloquin - Josiah
He was another member of the Music with Meaning team. He corrupted and abused the young girls who were part of the singing and dancing troupe. What troubles me gravely is that he is now the European Shepherd and S is subject to his controlling influences - or the lack of them.

In another part of the Judgement, there is testimony from [redacted] that "Paul (now the European CRO) immediately started sexual interaction with us doing everything except penetration. I began to realise I was expected to be "revolutionary", that is to say sexually to service the different men aged 25 to 30 plus."

In an interview broadcast on ABC's Primetime Live on January 27, 2005, one of Pelloquin's victims said, "He was one of the main ones I remember that I had to perform fellatio on, or he would masturbate himself in front of me and I had to watch."

Mary Thatcher (aka Mary Malaysia)³

Mary Malaysia (Joan, Mary Thatcher) was named in the 1995 UK high court as having abused children. Mary Malaysia is a notorious child abuser. Because of her documented brutality to children in the UK, the Family assured the Lord Justice Ward that she would not be permitted to work with children. In “Brainwashing and Re-indoctrination programs in the Children of God / The Family," Steve Kent notes:

Lord Justice Ward reported, for example, that, in a Victor program in Rugby, England, Family leader Mary Malaysia "beat [redacted] so hard with the stick cut by DM that [redacted]'s buttocks were cut and her knickers covered with blood" (Ward, 1995: 191).

Mary Malaysia: Appointed by FCF to work with children in 1997

At the start of 2004 Mary Malaysia whose legal name is Mary Thatcher was listed as the project director of the Action in Focus project which was established in 1997. After concerns about child abusers working through the FCF were posted on Movingon.org in the early part of 2004 all photographs containing Ms. Thatcher were cropped and removed from her FCF webpage.

Victor Landivar Trigoso⁴

Victor L. Trigoso: appointed to work with children in Vladivostok Russia in 1997. Remained working with children through his FCF project until he was exposed on movingon.org http://www.movingon.org/article.asp?sID=6&Cat=22&ID=1641

His webpage disappeared from the FCF in January 04.
